Описание

This book is devoted to Ukraine — to its people, its cities, and its future. It is written with deep conviction that Ukraine’s post-war recovery will not merely restore what was lost, but redefine what is possible. Recovery is not about rebuilding walls. It is about rebuilding systems — designing institutions resilient under pressure, economies competitive in uncertainty, and cities that place human dignity at the center of development. The war has revealed fragility and strength. It exposed systemic weaknesses, yet demonstrated extraordinary courage, solidarity, and adaptability. In this historic moment, Ukraine faces a decisive opportunity: to build forward — smarter, more sustainable, and more inclusive. The author’s professional journey in smart cities has been shaped by practice, research, and public engagement. The author had the honor to represent Ukraine as a Youth Delegate to the Congress of Local and Regional Authorities of the Council of Europe, where European cities’ responses to crisis and innovation were observed firsthand. Academic work, including the defense of a PhD at the National Academy of Sciences of Ukraine and research engagements at European universities, strengthened this perspective. Comparing governance systems across countries made one truth clear: technology alone does not make a city smart — governance does. As Founder of the Partnership for Advancing Innovative Sustainability (PAIS), a global network uniting changemakers from more than 70 countries, the author engaged in structured dialogues with local leaders, academics, entrepreneurs, and international institutions. These conversations provided practical insight into how cities navigate complexity. The knowledge gathered through them forms the empirical foundation of this book. Why does this book matter now? Cities are no longer passive administrative units. They are dynamic socio-economic ecosystems where people, capital, infrastructure, data, and environment interact continuously. Climate change, inequality, digital risks, and security threats demand new governance models. The United Nations Sustainable Development Goals — especially SDG 11 on Sustainable Cities and Communities — offer direction, but require localization. Global ambitions succeed only when translated into institutional capacity at the territorial level. This book challenges the misconception that a smart city is defined by sensors or digital platforms. A smart city is a governance model integrating human-centered design, sustainability, innovation, and coordination into one coherent system. It strengthens transparency, improves services, attracts investment, and increases resilience. In Ukraine, many smart initiatives were suspended due to full-scale war. Yet in crisis, smart approaches become indispensable. They enable rapid response, data-driven reconstruction, transparent public finance, and long-term modernization. Recovery must not recreate the past; it must construct governance capable of withstanding future shocks. Written for mayors, civil servants, investors, development banks, planners, and international partners, this book combines theory, comparative practice, empirical research, and applied tools. It offers frameworks for risk assessment, partnership design, institutional reform, and sustainable investment. The ideas presented here have been tested through cooperation with Ukrainian regional and municipal authorities and validated through engagement with platforms such as the World Economic Forum and the Assembly of European Regions. They are not abstract concepts, but practical pathways. Ukraine’s recovery is not only a national task — it is a global learning opportunity. The future will not be restored. It will be designed. And design requires vision, discipline, and courage.
